The explorer's comment reporter also hit the existing read-only token permission; the exploration and artifact upload succeeded. Neither is caused by removing the notification size cap.
Proof
Ran the real
notify("stale", ...)path locally using the committed upstream fixture and a loopback HTTP webhook receiver. Hosted previews cannot send notifications. The actual received message includes a PR with 2,400 additions and a 23-day review wait under Other PRs. Delivery returnedsent; retry returnedalready-claimed. No Slack posts. Receiver and browser closed; proof files excluded from Git.Follow-up to #696, already merged.
