fix: support Windows CA bundle for timestamp verification - #291
This PR fixes DigiCert timestamp verification on Windows.
The current system_ca() implementation only checks CA bundle paths used on Linux and macOS. On Windows, these paths are not available, so system_ca() returns None and verification stops with:
no system CA bundle found for the DigiCert timestamp
This means a valid DigiCert timestamp cannot be verified normally on Windows.
What changed?
Added certifi as a runtime dependency.
Updated system_ca() to use the existing system CA bundle paths when available.
Added a certifi fallback for environments where those system paths are unavailable.
Added a regression test to verify the fallback behavior.
Verification
The issue was reproduced on Windows using the published AOSSIE evidence release.
After the fix, the published DigiCert timestamp was successfully verified.
Validation completed:
59 tests passed
Ruff checks passed
git diff --check passed
This PR is intentionally limited to cross-platform CA-bundle discovery for DigiCert timestamp verification.

Bug Fixes
Improved error reporting when the chain file is missing or its path cannot be read.
Added a fallback certificate authority bundle when no supported system bundle is available, helping certificate validation continue across more environments.
Documentation
Added Windows setup guidance for verification, including OpenSSL configuration and certificate bundle options.
Clarified that standard verification checks DigiCert and FreeTSA timestamps, while --no-timestamps skips those checks.

minimal, and validate.

Walkthrough
The change adds a missing-chain-file check to read_chain. It updates system_ca() to use the certifi CA bundle when no configured system bundle path is a file. The verification instructions now include Windows setup guidance.
The project adds certifi as a dependency. system_ca() checks the configured CA paths and returns the certifi bundle path if none is a file. A test checks this fallback. The verification instructions add Windows setup, CA bundle, and timestamp-check guidance.
AOSSIE-Org/OpenVerifiableLLM#267: Changes system_ca() CA bundle selection; this change adds a certifi fallback to that function.

The new Windows instructions send PowerShell users to a Bash-only command block, so the documented flow fails as written. Point Windows users to Git Bash or add PowerShell equivalents. The change is documentation-only, so the risk is low.

Explanation
Issue #290 requires CA-bundle discovery for DigiCert timestamp verification on supported Windows environments. simple/stamp.py now checks the existing bundle paths with Path.is_file() and falls back to certifi.where() when none is available. certifi is a runtime dependency in pyproject.toml. tests/simple/test_ovl_anchor.py covers the fallback behavior. docs/verify.md documents the Windows verification path.
Full details: Out of Scope Changes check
Explanation
The changes in simple/ovl.py add a missing-or-directory check for chain.jsonl, and tests/simple/test_ovl.py tests that check. These changes do not implement or support issue #290's DigiCert CA-bundle discovery objective. The dependency, simple/stamp.py, timestamp fallback test, and Windows verification documentation are in scope.
Resolution
Remove the unrelated simple/ovl.py change and its tests/simple/test_ovl.py test, or link them to a separate issue if they are required.

Make the macOS hash command runnable.
This line states that Homebrew provides gsha256sum, but the verification block still invokes sha256sum. The documented macOS flow therefore fails unless the user adds a GNU coreutils path or alias. Use gsha256sum on macOS, or document the required PATH change.
As per path instructions, commands in **/*.md files must be runnable as written.

On Windows, install Python 3.12 or newer, Git for Windows, and ensure OpenSSL is available. The verifier uses the `certifi` CA bundle when the platform does not provide one of the standard system CA-bundle paths.
From PowerShell, download `release/simple-run/` and run the same verification command shown below. If OpenSSL is installed with Git for Windows but is not on `PATH`, add the Git OpenSSL directory to `PATH` for the current PowerShell session:

Provide PowerShell commands for the Windows flow.
Line 27 directs PowerShell users to run the Bash block below. That block uses the POSIX assignment OVL_DEVICE=cpu python ..., which PowerShell does not treat as an environment-variable assignment. Verification fails before ovl.py starts.
Either instruct users to run the block in Git Bash, or provide PowerShell syntax:
