Automate StringTables generation when ErrorTables changes #4

Added a pre-commit hook that:

Fails if it sees an ErrorTables CSV being changed but not the StringTables one
Fails if the application of the py script generate_string_tables.py on the ErrorTables folder generates a result different from the current state of the StringTables folder.
