Production ceremonies currently require two auditors, witnesses, and mirrors even when one accountable operator is the intended policy. This lowers those minimums to one for rehearsal and production while preserving distinct keys, validation of every supplied report, higher configured witness quorums, and the separate multi-relay beacon requirement.
