Fixes the two Dependabot alerts for vitest (critical: < 3.2.6, moderate: < 4.1.11) by upgrading to vitest 4.1.12.
@cloudflare/vitest-pool-workersdoes not support vitest 4 in the version we used and is renamed to@cloudflare/vitest-plugin, so the configs now use itscloudflareTest()plugin.
