I use Windows, and while preparing a photo I found that tools/resize.sh can't be used there because it depends on macOS sips and jpegtran. I have prepared a PowerShell script (tools/resize.ps1) that takes the same arguments and is reasonably compatible with resize.sh. May I submit a PR for it?
