draft_metrics_row.py --apply leaves the METRICS targets table's Issues closed row stale #1273

Where: scripts/draft_metrics_row.py (apply_figures), METRICS.md.

Current gap: The targets table has | Issues closed | 55 (this week, since 2026-10-19) | Track weekly | Ongoing | while the newest weekly row says 50, and --apply updates only stars, forks, watching and contributors there.

Repro:

grep -n 'Issues closed |' METRICS.md

Suggested approach: Rewrite that row from the new weekly row (N (this week, since YYYY-MM-DD) with the Monday of the week) and test it.

Done when: after --apply the targets row matches the weekly row's Issues Closed and its date is the week's Monday.
