make check does not run make doctor #1268

Where: Makefile (check), CONTRIBUTING.md.

Current gap: make check runs lint, the tests and the audits. An environment problem that makes tests fail with an unrelated ImportError (the case make doctor was added for) is only noticed after the tests have failed.

Repro:

make -n check | head -3

Suggested approach: Run doctor first in check so the explanation comes before the failures.

Done when: make -n check lists the doctor step first.
