Add timeouts to jobs that otherwise inherit GitHub's six-hour default: Dev (10 minutes), PR-format and comment jobs (5 minutes), and RC binaries/verification (60), docs (30), documentation publishing (10) and release upload (15). Keep existing native-build and platform-test limits.
