feat: add Simplified Chinese homepage

Summary

• add a Simplified Chinese homepage at /zh-CN while keeping English at /
• add an explicit language switcher and localize shared UI labels
• emit locale-specific lang, canonical, hreflang, and Open Graph locale metadata
• keep commands and captured CLI output literal across locales
• verify both prerendered homepages in the build check

Verification

• pnpm check
• pnpm build

CI will run the repository gates.
