Add Windows public bootstrap smoke

Summary

• Add a Windows PowerShell 5.1 smoke workflow for the deployed https://wrightkit.dev/install.ps1 endpoint.
• Validate the returned installer contract, then evaluate that script with an invalid release base so the smoke proves installer entry without downloading or installing a release.
• Keep the existing build-time synchronization from the canonical wright/install.ps1 and its structural checks intact.

Verification

• actionlint .github/workflows/windows-bootstrap-smoke.yml — passed.
• pnpm build — passed.
• Hosted Windows PowerShell 5.1 smoke against the public URL — passed; the log confirms the fetched script reached release resolution.
• GitHub Check and build and Workers Builds: wrightkit-dev — passed.
