Updates the exact workshop-rs pin and lockfile to 0.9.1. Rewrites emitter-format assertions to canonical WIR checks and preserves Team enum constants in Color slots to match workshop-rs 0.9.1 parser behavior. Local fmt and locked all-target/all-feature cargo check pass; hosted checks are rerunning.
