docs(adr): record post-audit protocol decisions

• preserve the normative spec as the current wire-contract authority

The ADR content matches the current 1.2/1.3 wire contract, but the historical evidence misclassifies #32 and #34 as separate Issues even though those numbers are the PRs themselves. Please correct those references so the backfilled decision history does not record nonexistent evidence.
