Summary

• Skip the generate job when a specification release dispatch is a nightly build.
• Manual workflow runs are unchanged, since they have no release version.

Test plan

• Confirm a repository_dispatch whose version contains nightly skips the generate job.
• Confirm a stable release dispatch still runs generate.
• Confirm a manual workflow_dispatch still runs generate.
