Summary

• remove the tracked prd-spec/ and specs/ directories and ignore future local copies
• update AGENTS.md to stop requiring repository-local PRD/spec files and require a pre-commit public-record check instead
• clean up references to deleted design/spec files in frontend and managed MPA docs, plus the stale CLI help example pointer
