feat(core/errors): add NewCancelled constructor - #321

Jobs can be cancelled downstream such as in orchestrator implementation when one get target graph job fails and the other is cancelled. In those cases, the cancelled job should carry a cancelled error, but currently they are infra. Create an exported func to allow users to classify as cancelled.
