Merge upstream Solidity tag v0.8.33 (64118f212) into release_0.8.33 (fef70eff4) through merge_from_v0.8.33.

This fixes the internal compiler error when accessing a public constant variable through its getter, adds upstream constant/immutable getter regression tests, and updates the compiler version, changelog, and bug-version index. The merge is conflict-free and changes six files.

Validation:

  • Built solc and soltest in Release mode.
  • All 416 focused tests passed (2,390 assertions): constants, immutables, TRON syntax, selectors, AST JSON, NatSpec JSON, StandardCompiler, and ViewPureChecker.
  • Four compilation smoke checks passed with constant, immutable, and trcToken getters across legacy/viaIR and optimizer enabled/disabled.
  • Reproduced the constant-getter internal compiler error with the existing 0.8.32 compiler; the merged compiler passes the regression.
  • Bug-version index regeneration and git diff --check passed.

Local builds used the installed macOS 26.5 SDK and CMake flags -Wno-deprecated-literal-operator -DMETA_NO_STD_FORWARD_DECLARATIONS, as in the 0.8.32 validation. Runtime semantic and SMT suites were not run.
