Development session stop must recover unhealthy managed applications

Objective

Allow an operator to close a development session even when a registered managed application is unhealthy and rejects status or stop.

Acceptance

• Session closure attempts registered application cleanup without aborting on an unhealthy application response.
• Local processes, overlays, and CLI selection are restored.
• Manager session closure remains authoritative.
• Regression test covers status and stop failures.
• Full CLI test suite passes.
