Run every development target without RC publication

Objective: make trsd development sessions execute all target kinds from local staging checkouts.

Scope:

• Support source-check verification targets.
• Dispatch explicit manager-custodied runtimes without command-name sentinels.
• Never run privileged container operations in the caller context.
• Preserve persistent selections and dependency reactions.

Acceptance:

• Package, web, API, source-check, TreeDX, Agent, and AI targets start/rebuild/restart/stop locally.
• No RC publication occurs.
