Outcome

Aligns API execution planning with the canonical governed content and living-graph contracts so structurally complete proposals enter review while unresolved authority and question conditions remain explicit graph gates.

Plan

Use one proposal-to-graph path, preserve TreeDX as content authority, enforce exact dependency and workspace custody, and verify focused graph behavior before the golden campaign.

Changes and commits

• Align canonical Book, Knowledge, Objective, discussion, proposal, and exact dependency contracts.
• Admit structurally complete drafts to proposal review while expressing unresolved questions and authority as graph conditions.
• Derive exact Git predecessor custody without introducing another execution authority.
• Place readiness tests under their functional ownership.
• Pin clean CI to the exact SDK release artifact used by local verification.

Verification

• Local full API suite: 244 files and 1,100 tests passed; 13 files and 19 tests skipped by design.

• Focused draft graph readiness: 2 passed after the move.

• File architecture policy passed locally.

• SDK 0.13.0-rc.122 and Deployment 0.1.0-rc.321 compatibility passed in that full gate.

• I ran the narrowest relevant package verification and documented any checks that could not be run.

Risk and rollback

Risk is limited to the pre-acceptance graph/content contract. Roll back by reverting the commits in this PR before any accepted golden workday is created; no production data migration is included.

Completion summary

Localized API graph behavior is implemented and locally verified against the exact published SDK and Deployment contracts. Hosted verification is the remaining merge gate.

AGPL committer authorization

The base-owned workflow checks the provider-authenticated pull-request author against .github/approved-committers.json. There is no per-PR grant checkbox.
