When the server starts it now builds the planner, checks the message wording, and checks the default phone country (US unless set). If either is wrong the server refuses to start, so we find out straight away. Nothing calls the planner yet; detection hooks in next.
What changed: a small settings reader, startup wiring, and the new setting in the example env file.
