Phase 0 release-integrity repair. Demotes CivicZone from the false v1.0.0 posture to v0.2.1, adds a retraction/correction note, updates current-facing docs/tests/verifier, and preserves the historical v1.0.0 record as false.\n\nVerification: bash scripts/verify-release.sh passed locally with 71 tests and VERIFY-RELEASE: PASSED.
