docs: rewrite landing page for a city-clerk audience - #10

Replace the jargon-wall "Current State" feature dump and the abstract "keeps humans responsible" headline with benefit-led, plain-English copy aimed at a city clerk: what it does for their office, what they can count on, and an honest "what it won't do" boundary. Keeps the honest version candor (v0.4.0 early release, not certified compliance) and all gates (verify-docs, version surface) green. Co-Authored-By: Claude Opus 4.8 <noreply@anthropic.com>
