3.10 will be nearly EOL by the time Tornado 6.6 is released. 3.15 support was previously added partially, without using the cog script.

Only one seems to be the new datetime.UTC alias (and a change to subprocess.run in a test, but this is because the test had changed since the last time we ran pyupgrade)
