Release 0.3.0: Grok Beta, experimental Claude, and usage charts

Codex Limits 0.3.0 adds an opt-in Grok integration and an experimental Claude Code integration. Each keeps its own recorded allowance history; All shows compact current-period charts, and Codex now uses the same simpler detail layout with secondary views under More.

The release also bounds retained-history reads, serializes source work, preserves cached readings across source failures, cleans up provider process groups, and recovers Claude observations after a backward clock change. It includes the reset-timestamp alignment fix already shipped in 0.2.8. Version is 0.3.0, build 10; the existing bundle identity, update feed, and public signing key are preserved.

Validation:

• 644 Release tests pass, including history/lifecycle/deletion and clock-rollback regressions.
• Readiness cancellation and source-analysis selection/cancellation tests use controlled suspension points. The Claude regression and all 24 source-analysis tests each passed 30 consecutive runs; the full 644-test suite passed three consecutive runs after the final test changes.
• Normal-exit checks leave no Grok CLI or descendant process.
• Signed native QA covers All thumbnails, provider charts, navigation, Codex facts/reminders, and retained preferences.
• Live Grok 1.0.25 billing succeeds; process I/O and resource measurements are recorded in the validation note.

Claude Code is labelled Experimental. The product owner explicitly waived the live Pro/Max observation requirement; ADR-0015 records that decision without claiming the test passed. The owner also explicitly waived the expanded idle comparison and eight-hour lifecycle soak for 0.3.0. Both remain unperformed; the release validator accepts only their exact version-scoped exception. CI now also runs the release-validator self-check and normal-exit process check.
