chore(deps): upgrade dependencies and tighten checks

Upgrade the Tempo SDK and refresh dependencies without new overrides, preserving the existing expiry limit. Align Rust and the Docker builder at 1.95.0 and check dependencies in the existing lint job. Dependency checks and workspace tests passed on Rust 1.95.0 before the test-only removal; formatting checked afterward.
