Feature - Installable via gh skill install #2

Context

Per a demo by @jstadni2, AI Skills can be installed with the gh command line tool.
We should support that form of installation, as well.

There may be example format in https://github.com/techservicesillinois/jiait-skills.

    I had to brew upgrade gh because the new skill command was missing.

    The version in apt was too old, I think. (2.045 vs 2.101).

    sudo apt remove gh
    brew install gh

    Worked for me.

    I was able to do a local install from this branch.

    @edthedev what would it take to get the skill reviewed by Github so we don't get warnings? Is that even possible? Would be nice also if the skill could be installed without a local checkout.
