Overview
Bumps pre-commit hook versions in
.pre-commit-config.yaml: Black moves to theblack-pre-commit-mirrorrepo at 26.10.0, plus newer clang-format (v23.1.2), pre-commit-hooks (v6.0.0), and pylint (v4.1.2).The rest of the PR is mechanical reformatting from those tools across Python (e.g. tuple unpacking, multiline strings/SQL, import spacing) and C++ (clang-format:
