bug: public payments toggle does nothing after paykit ui off and on #1745

Open

Description

@jvsena42

What happened?

Turn Paykit UI off and back on while a private endpoint withdrawal is stuck. After that, the Public payments toggle does nothing: it stays off, with no toast and no log line, and nothing is republished.

When Paykit UI is turned off, cleanup fails because private-payments work is still active, so publicPaykitCleanupPending stays true. The public endpoints themselves were withdrawn.

Expected behavior

Public payments can be turned back on, or the app says why it cannot.

Steps to Reproduce

  1. Use an identity whose private Paykit endpoint withdrawal stays pending, for example one restored with linked contacts that no longer acknowledge. The log shows Private Paykit endpoint withdrawal remains pending… (PrivatePaykitRepo.kt:2108).
  2. Dev Settings → turn Paykit UI off. The log shows:
    WARN [SettingsViewModel.kt:321] Failed to remove Paykit endpoints after disabling Paykit UI [Policy='code=policy_error, context=cannot disable Paykit app capability private_payments while app-owned work is still active']
  3. Turn Paykit UI back on, open Settings and tap Public payments.
  4. The toggle stays off. Nothing is logged and nothing is published.

On a fresh identity with no contacts, the same toggle republishes in 16–23 s.
