Add par_strip<Base, Value> with storage, accessors, and strip length. Leave write_strip unimplemented, and add unit tests, a performance harness, and an example that lock the normative pictures: - Base is a template parameter, with R > 0 and N < X as preconditions; - Picture tests cover bases 2, 8, 10, and 16, plus double and clamp-at-max; - The harness times write_strip for sint64 and to_strip for double.
