The runner exit-code tests asked for macos-latest, a GitHub-hosted macOS runner, which this organization cannot use, so the job could not start. It runs on [self-hosted, macos, tahoe, ARM64] like the other macOS jobs, and the matrix's runners are lists so that the self-hosted labels fit beside the hosted ones.
