   I have submitted a fix for the current package test workflows in #346, but I see ubuntu-latest used in many other workflows, perhaps from @rnro's new unification, so we may have to audit all those also.

   When I checked it appeared that in the unified workflows we were only using ubuntu-latest for intermediate tasks which do data transformation on job descriptions, not for executing adopter workloads such as tests.
