Additional setup for debugging on Windows for NooliteService

• You have to install libusb-win32 drivers for every noolite adapter you are using. Use InfWizard.exe from the libusbdotnet archive (not the NuGet package!). Can be downloaded here: https://sourceforge.net/projects/libusbdotnet/
