Allow worker and portal assignments to contain decreasing or recurring top directory values while preserving chunk-index ordering checks. Update the validation comments and existing tests.
Includes the supplied reproduction tests covering pending and applied corrections and verifying that every chunk ID reads back correctly.
Validation: all 53 tests pass with
cargo test -p sqd-assignments --features builder,reader; formatting and diff checks pass.
