Test the docs build in the CI

Summary

• Add a docs build check for pull requests targeting devel and main, and pushes to main.
• Skip tutorial notebook pages and copying notebooks during the CI docs build to reduce build time.
• Keep GitHub Pages publishing on pushes to main only.
• Add a plasma-plots integration test to the regular unit-test workflow.
• Require plasma-plots>=0.1.1 since plasma-plots 0.1.0 requires 3.11 or higher, plasma-plots 0.1.1 is compatible with python 3.10 and above.
