Progresses #11352.

Description

What is the purpose of this pull request?

This pull request:

  • migrates the tests of stats/base/dists/chisquare/entropy (test.js and test.native.js) from EPS-based tolerance comparisons to ULP-based assertions using @stdlib/assert/is-almost-same-value.
  • uses a ULP bound of 20 in both files. This is the measured minimum: bounds of 17, 18, and 19 each produce one failing fixture in both the JS and native tests, and 20 passes the full fixture set. Two consecutive runs at 20 gave identical results.
