Resolves a part of #11352.

Description

What is the purpose of this pull request?

This pull request:

  • migrates math/base/tools/hermitepoly test files (test/test.js and test/test.factory.js) from relative-tolerance (EPS-based delta/tol) assertions to ULP-based assertions using @stdlib/assert/is-almost-same-value.
  • determines, for each fixture-based test block, the minimum ULP value required for the tests to pass by measuring the actual ULP difference between computed and expected values:
    • H_n(x) for random n and x: 2
    • H_1(x): 0 (small positive/negative, tiny, medium positive/negative)
    • H_2(x): 0 (small positive/negative, tiny, medium positive/negative)
    • H_5(x): 2 (small positive/negative, tiny, medium positive/negative)
  • verified the full test suite (16,010 assertions) passes deterministically across repeated runs with these values.

If you answered "yes" to using AI assistance, please provide a short disclosure indicating how you used AI assistance. This helps reviewers determine how much scrutiny to apply when reviewing your contribution. Example disclosures: "This PR was written primarily by Claude Code." or "I consulted ChatGPT to understand the codebase, but the proposed changes were fully authored manually by myself.".

This PR was authored by Claude Code, which studied issue #11352 and prior merged/open ULP-migration PRs (including the sibling math/base/tools/normhermitepoly conversion) to mirror the established idiom, then computed the minimum passing ULP bound per test block by directly measuring ULP differences between computed and expected values.
