Add a dependency-free TOML metadata check before PyPI build/publish. Reject the template package name, original project URLs, missing author details, and unchanged console command. A customized project may retain Heznpc as its legitimate author.
Shared CI references pin the immutable commit from starter-series/.github#13, including nested central actions. Existing weekly GitHub Actions Dependabot configuration updates these pins.
Validation: Ruff, 46 tests, mypy, wheel/sdist build, and real stdio MCP smoke passed locally. Original template publishing is correctly blocked. All edited workflows passed actionlint.
