Drop the index robots meta tag from indexable pages - #40

Conversation
A query URL such as /cli-apps?page=2 serves the same static file as /cli-apps and gets an X-Robots-Tag: noindex header. The page's own "index, follow" meta tag contradicted that header. Indexing is the default, so indexable pages now send no robots meta tag. Noindex pages keep theirs, and the publish check no longer requires an index token. Why
Directory pages are static.
/cli-apps?page=2serves the same HTML file as/cli-apps, and Cloudflare addsX-Robots-Tag: noindex, followto query URLs. The file also carried<meta name="robots" content="index, follow">, so every paginated URL sent two signals that disagreed. Google followed the stricter one, but the signals should agree. What changed
lib/page-registry.ts: indexable pages send no robots meta tag, since indexing is the default. Published noindex pages keepnoindex, follow. Missing pages keepnoindex, nofollow.scripts/stack127/publishing/verify.mjs: an indexable page passes unless a robots or googlebot tag saysnoindexornone. The static build, the content queue, and the origin check all use this.index, blocking tags, and conflicting tags.seo.md,page-publishing.md, andcloudflare.mdnow describe the new rule.Canonicals, the query URL header rule, the sitemap, and JSON-LD are unchanged.
Checks
