Summary

Bumps the workspace version to 3.0.0-rc.3. Changes since rc.2:

• On a Mac or Linux machine where accounts share one Spotify install, Spicetify only stops the current user's Spotify and daemon. Before, apply waited 15 seconds on another account's client and warned that it "would not exit" (fix(process): only match the current user's Spotify and daemon processes #4010).
• New installs install and enable Spicetify Splash, which you can disable or remove in Module Manager. Existing installs keep their module selection (feat: enable splash on new installs #4007). Splash is published in the module registry (0.1.0 and 0.1.1).
• Client startup waits less before modules run: the webpack capture no longer sleeps 500 ms, and the scrolling workaround for 1.2.56 and older no longer runs on 1.3 clients (perf: speed up client startup #4009).

expose.json and css-map.json are unchanged since rc.2.

Release

After this merges, tag the merge commit v3.0.0-rc.3 and push the tag. rust-release.yml publishes the prerelease, and the Packslip job signs the archives.
