Add bilingual release notes, a changelog, and current deployment references for v0.19.5. Keep historical v0.19.4 verification evidence attributed to its original release. The patch contains compatible kit updates; HTTP minor-version behavior is covered by replay, cancellation, status, Range and cache-isolation regressions plus the release client matrix.
Validation: complete Go race suite, vet and build; original PR CI remains enabled. Runner version and translated-document structure checks pass locally. Publication will follow successful final-commit review and CI, using the repository’s existing immutable-tag workflow.
