Summary

The EVM chain capability emits a minimal ChainTransactionObserved event the moment a WriteReport learns that a transaction was mined, including reverted and duplicate ones, through the node's durable emitter to ChIP. The event only attributes the transaction to a workflow execution; the Blockchain Finality Service dedups events by (chain_selector, tx_hash), fetches the receipt, prices the fee and tracks finality, and the Workflow Service surfaces the result in the CRE Transactions Viewer.

Not in this PR

  • ChIP domain provisioning and schema registration with Data Platform (PLEX-3409 T2). The proto lives in chain_capabilities/evm/txevents with a chain-agnostic package name so it can move to chain_capabilities/common or chainlink-protos without changing the schema.
  • Aptos, Solana, Stellar emission (PLEX-3528). Staging end-to-end test (T5). Dashboards and alerts (T6).
  • Fatal-before-broadcast transactions have no hash and are out of scope for v1.
  • Receipt-derived data (gas, fee, block, receiver outcome): resolved by BFS from the hash.
