The only "route" to reach forced power off currently seems to be through ensureServerPowerState in Available state of a Server. So this is theoretically triggerable via patching the metal.ironcore.dev/operation: force-on-server annotation to a Server and waiting for the controller to power it down again. THis requires that there is no OS that handles ACPI running.

The approach outlined in my earlier comment poses the problem that its difficult to ensure that the graceful shutdown did not actually succeed but the server was forced off.

I for now settled on that the test 03 using the annotation is sufficient. Although it uses the Reset-method on the `BMC-interface, the tested capability/redfish surface is the same.

I have left a WIP implementation of a separate test implementing the first approach here: https://github.com/simontesar/metal-operator-test-framework/compare/test-off-force-separately?expand=1
