Pin wirelog to v0.62.0

CI and wheel builds currently pin wirelog v0.60.0. Move all five build/CI defaults to the v0.62.0 peeled commit 39a57cf3c4cdf02f97df0e951fe8ecea7a831e2c and update the ABI manifest and current-development documentation.

The arithmetic example now checks the legacy 0.60.x output and the corrected operator precedence from 0.61.0 onward. Historical release records retain their original pins. Package version remains 1.0.6 and the runtime minimum remains 0.52.0; this PR prepares no release.

Validation:

• Pin, documentation, ABI, and example checks against wirelog 0.62.0: 50 passed.
• Arithmetic integration against wirelog 0.60.0: passed.
• Full local suite against 0.62.0: 653 passed, 10 skipped, 93.88% coverage; one failure because the PEP 561 packaging test's temporary venv cannot import mypy.
• Black check on changed Python files and git diff --check: passed.
