Add Dependabot version updates and a code-quality CI workflow

Dependabot version updates covers npm, Cargo, and GitHub Actions.
The workflow runs tsc/vite build on the frontend and cargo
check/clippy/fmt on src-tauri as a practical code-quality gate,
since GitHub's native Code Quality/CodeQL product needs GitHub
Advanced Security, which isn't available on this private repo's
current plan.

Fix code-quality CI: use Yarn (not npm) and apply cargo fmt
8a99f50 
The workflow ran npm ci against a Yarn-only project (yarn.lock,
no package-lock.json), and the existing Rust source wasn't
rustfmt-clean, so the baseline CI run failed on master before any
dependency bump was in the picture. Switched the frontend job to
yarn install/build and applied cargo fmt (whitespace-only diff).

Bump CI Node version to 22

A transitive dependency (@mapbox/jsonlint-lines-primitives, already
in yarn.lock on master) requires Node >= 22. The workflow was
pinned to 20, so yarn install --frozen-lockfile failed regardless
of which dependency a PR touched.

Fix React 19 breaking changes: JSX namespace + @types/react-dom bump

Global JSX moved to React.JSX in React 19 types; switched patternDef
to ReactElement. @types/react-dom was left on ^18 by Dependabot's
grouping while everything else moved to ^19; bumped to match.

OK, I won't notify you again about this release, but will get in touch when a new version is available. You can also ignore all major, minor, or patch releases for a dependency by adding an ignore condition with the desired update_types to your config file.

If you change your mind, just re-open this PR and I'll resolve any conflicts on it.
