Polls spanning a DST change used the first date's offset for every
column, so hover tooltips and saved specific-times start hours were an
hour off on dates after the change.

Users in US Central time were picking "Central America" (fixed GMT-6),
which shows every slot an hour early during daylight time.

Weekly polls stored a fixed UTC time, so their wall-clock times moved by
an hour whenever the viewed week's DST state differed from when the poll
was made. New weekly polls now save their timezone and store the
wall-clock time on the reference week; the grid, calendar overlay, and
scheduling shift by the timezone's offset change for the viewed week.
Polls without a saved timezone behave as before.
