Retain both Android locale additions and regenerate parity authority from the merged declarations. Preserve current-link diagnostics and the shared clock verdict, validated against the production Swift/Kotlin oracle. Refs #2091

Refs #2091.
Android's active Connection Test Centre row now shows the session and all-time drained-row counts, the last inbound frame age, clock status, and the existing RTC warning. The active WHOOP Devices card also shows clock status and its warning. Values from a prior link are cleared or withheld, including the retained battery percentage used to choose RTC guidance.
The clock row on both platforms now uses the shared verdict rather than treating every post-1972 timestamp as a healthy yes. It distinguishes future-dated records, 1970/71 evidence, stale records, and normal dating. The Swift and Kotlin classifiers have matching regression vectors; Android's presentation mapping has a focused test for a future-dated link.
Verified locally: Android
compileFullDebugKotlin, focusedConnectionReadoutTestandTestCentreLiveReadoutsTest,Tools/doc_comment_lint.py, andgit diff --check. Apple compilation is covered by PR CI; a broken-RTC strap was not available for a device check.
