Fixes #1578
Sets RUSTIC_COMMAND for hooks based on the top-level rustic subcommand, including backup snapshot hooks. This makes hook scripts able to distinguish backup, restore, copy, and other command contexts reliably.
Validation: cargo fmt; cargo check --locked.
