Could we have the first step be something that runs C:\msys64\usr\bin\bash -lc ' ' (as suggested in the issue) so that setup finishes running before we do anything else.

#162554 does effectively the same, though with a different command

I was presuming the reason they suggest spawning and exiting a shell as an entirely separate step is so that it can full complete user setup. Then the next time a shell is invoked it'll work.

If we only need HOME to exist then maybe it's enough for us to create it manually. I just worry we might be setting ourselves up for problems in the future if we do ever use a tool that relies on anything more than that. But I'm not an expert on msys2 bash. And ultimately I do hope that this can be fixed on github's side because it seems like a bug that they don't set it up fully on the aarch images (unlike the other images).
