Motivation
Update the config-loading dependencies to versions that expose Rsbuild's bundled jiti and support custom jiti importers.
Changes
Upgrade Rsbuild to 2.2.13 and load-config to 1.0.2 in the shared catalog and refresh the lockfile. Rsbuild also brings in Rspack 2.2.9.
